The process of breeding occurs in a day-care such as this one in Pokémon Gold and Silver.
Pokémon breeding occurs in almost all Pokémon games. When a player puts a male and female Pokémon into a Daycare and they like each other, they will produce an egg of either the male or female's first form. For example; if a player put a Venusaur and a Sceptile in a Daycare to breed, either a Bulbasaur or a Treeko. The player can receive their Pokémon Egg from one of the owners of the Daycare, however, the owners seem to be unaware of breeding. The Pokémon that was female is the one that will be hatching from the egg.
