Blaine (カツラ, Katsura) is a recurring character in the Pokémon series. He is the Gym Leader of Cinnabar Island's (Seafoam Islands' in Generation Two) Gym, known officially as the Cinnabar Gym. Specializing in Fire-type Pokémon, he is tasked by the Kanto Pokémon League with giving out Volcano Badges to Trainers who manage to defeat him. Baine loves quizzes and riddles, earning him the title "the Hotheaded Quiz Master" and often challenges trainers on their knowledge relating to Pokémon.

When not working as a Gym Leader, Baine is a scientist, having lived on Cinnabar Island since before Cinnabar Laboratory was built. He is particularly good friends with Dr. Fuji, the two having worked together on numerous projects in the past.

Blaine appears in the episodes Riddle Me This and Volcanic Panic. He first appears disguised as a strangely-dressed man who gives Ash and his friends clues on how to reach the Cinnabar Island Gym, where he reveals his true identity and engages Ash in a three-on-three battle, starting with Ninetales against Squirtle; despite the type advantage, Squirtle is taken out by Ninetales' Fire Spin. Deciding to fight fire with fire, Ash sends out Charizard, prompting Blaine to swap Ninetales for Rhydon; Charizard refuses to fight and simply flies out of the ring to nap. Pikachu easily defeats Rhydon by electrocuting its horn. Blaine then brings out his most powerful Pokémon, Magmar, who is unaffected by Pikachu's electric attacks, and forces it dangerously close to the edge of the arena. To make matters worse, Blaine has Magmar use Fire Blast against Pikachu. Fortunately, despite being hit by the attack, Pikachu manages to hang on to the side of the arena and avoid falling into the lava below. Ash, however, not wanting to lose Pikachu over a badge, forfeits the match, but is still determined to beat Blaine.
